FINANCING OF ROAD AND BRIDGE CONSTRUCTION BY TOLL ROADS

This study analyses the possibilities of carrying out three future road-construction projects in Sweden before the needed capital is available through the usual financial sources. This is made possible by borrowing capital and by the introduction of road-tolls until the sufficient funds have been raised. The road-tolls should cover the interest rates as well as the extra expenses accompanying the collection of the road-tolls. It was calculated how much sooner these projects could be carried out according to the road investment plans in force and the period during which the tolls should be paid. By using estimated differences in travelling time and the connections stated by the consultants, the traffic at different toll-levels and the maximal toll-income was calculated. Afterwards this was compared with the interest rates, the extra investments, the operating expenses as well as the maintenance of the road. In order to estimate the traffic flow on these three road projects, the consequences the road-tolls had on the road-users' choice of alternative roads were studied. The important factors regarding the results are the time saved by the road-users and their willingness to pay for it. The study gave mixed results.
