The Future of the U.S.-EU Agreement: A World of Open Skies?

The United States and the 27 Member States of the European Union (EU) entered into an agreement on April 30, 2007, popularly known as the U.S.-EU Open Skies Agreement (Agreement). The parties agreed to a proposed protocol during second stage negotiations in March 2010. The Agreement has been in effect since March 2008 and is another step in expanding the global aviation market between the U.S. and the EU. Advocates for the Agreement from both the U.S. and EU asserted that a significant increase in benefits would result from the agreed-upon terms, while others feared more negative implications from the Agreement. This article evaluates those advantages and implications, resulting from the Agreement. It is the author's intent to point out that the positive aspects of the Agreement clearly outweigh the negative in providing the expected benefits.
