Critical Success Factors for Implementing Road Charging Systems
This paper discusses road user charging systems; and makes a distinction between pricing to provide relief from traffic congestion, and charging users to generate revenue for the purpose of financing highway infrastructure. Revenue generation and highway traffic control differ in a number of ways, as objectives for road pricing schemes, and it helps to know the goal of the road pricing strategy before implementing one.
