Cultural Change and the Implementation of a Roads Infrastructure Management System

This paper will describe how Wayne County's (Michigan) roads infrastructure management system was brought to life. To help the reader appreciate the origins of the project, it will also provide some historical context. However, more time will be spent on the design and development of the system and the challenges with the organisation's workforce as efforts were made to deploy this new tool into the operating environment.
