The Challenges of Climate for Energy Markets

Among the many complicated arguments concerning market design, governance, and technology that impact the electricity sector, climate policy predominates. This paper examines some of the language used in energy efficiency and climate change policy. It then explores six economic obstacles: energy efficiency policies, adaptation vs. mitigation, non-price regulations, taxes vs. cap-and-trade, transmission planning, and trade impacts. Other economic challenges are examined as well.
