Emissions Targets in Cap-and-Trade: Choosing Reduction Goals Compatible with Global Climate Stabilization

This paper examines a number of issues related to climate change and cap-and-trade policies. They include the following: carbon dioxide emissions reduction targets, division of mitigation policies and burdens among the nations of the world, and the relationship between the goal of not increasing the global temperature more than 2 degrees Celsius above its preindustrial value and the goal of a 50% reduction of carbon dioxide emissions by the year 2050.
