The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) included provisions intended to enhance consideration of environmental issues and impacts within the transportation planning process. The purpose of this case study report is to examine the ways in which metropolitan planning organizations (MPOs) and State Departments of Transportation (DOTs) have responded to SAFETEA-LU new environmental and consultation requirements in transportation planning. By presenting key success factors and lessons learned, common challenges and gaps, and other observations, this report is expected to assist transportation officials across the nation in improving their transportation planning processes and outcomes.
