Supplemental Information for NRMR MPOs: Integrating Security into Small MPO Planning Activities

Critical issues for personal and freight mobility are transportation safety and security. Given large border areas, high-volume commercial traffic corridors, and limited security resources, security issues are prominent. Understanding security risks and issues that are priorities in rural areas is an initial security challenge. The Rural Transportation Safety and Security Center, part of North Dakota State University's Upper Great Plains Transportation Institute, will work with stakeholders in enhancing quality of life through safer and more secure rural transportation through research, education, and outreach. The authors describe U.S. Department of Homeland Security (DHS) initiatives in fairly high detail so that metropolitan planning organization (MPO) members can gain an overview of the direction that DHS is taking. Similarly, in conjunction with DHS, the U.S. Department of Transportation's highway security programs are described. Other programs undertaken on behalf of other agencies in the federal, state, and local government levels are then described in this paper.
