ENGINEERING DESIGN OF SUPERHIGHWAYS

EXPERIENCE GAINED ON THE PENNSYLVANIA TURNPIKE HAS SHOWN THE FOLLOWING ENGINEERING FEATURES WHICH SHOULD BE INCORPORATED IN A MODERN EXPRESS HIGHWAY: (1) THE SEPARATION OF THE STREAMS OF TRAFFIC FLOWING IN OPPOSITE DIRECTION TO REDUCE THE POSSIBILITY OF HEAD-ON COLLISIONS AND SIDE-SWIPE ACCIDENTS, (2) THE ELIMINATION OF HIGHWAY AND RAILWAY GRADE CROSSINGS, SO THAT THERE WILL BE NO CROSS TRAFFIC, (3) THE PROVISION OF WIDE, SMOOTH, STABLE SHOULDERS, LEVEL WITH THE PAVEMENT IN ORDER THAT VEHICLES MAY PARK COMPLETELY OFF THE PAVED AREA, (4) THE PROVISION OF TWO LANES OF PAVEMENT IN EACH DIRECTION TO REDUCE THE MENACE OF SLOW MOVING VEHICLES, AND ELIMINATE PASSING DELAY, (5) THE PROVISION OF TRAFFIC LANES OF SUFFICIENT WIDTH TO CARE ADEQUATELY FOR THE SAFETY, COMFORT AND CONVENIENCE OF ALL CLASSES OF TRAFFIC, (6) THE ELIMINATION OF ALL FRONTAGE, COMMERCIAL DEVELOPMENT AND LOCAL FARM ENTRY ALONG THE RIGHT-OF-WAY AND COMPLETE CONTROL OF RIGHT-OF-WAY, (7) THE EXCLUSION OF PEDESTRIANS, (8) THE SELECTION OF AN ADEQUATE DESIGN SPEED AND THE ARRANGEMENT OF THE DESIGN ELEMENTS TO CONFORM TO THAT SPEED, (9) THE PROVISION OF MODERATE RATES OF GRADES IN ORDER TO DECREASE TRANSPORTATION COSTS AND TO INCREASE THE SPEED OF LARGE HEAVILY LOADED TRUCKING UNITS SO THAT REAR-END COLLISIONS ARE MINIMIZED, (10) THE PROVISION OF UNIFORM AND CONSISTENT OPERATION CONDITIONS, AND (11) THE PROVISION OF SPECIALLY DESIGNED ACCESS FACILITIES AT REASONABLY LONG INTERVALS WITH ACCELERATION AND DECELERATION LANES IN ORDER THAT VEHICLES MAY ENTER AND LEAVE THE MAIN HIGHWAY WITH MAXIMUM SAFETY AND A MINIMUM OF TRAFFIC DISTURBANCE. THE EFFECTS OF HIGHWAY DESIGN ON ACCIDENT FREQUENCY ARE DISCUSSED. MINIMUM DESIGNS ARE SUGGESTED FOR HIGH-SPEED TRAFFIC. DESIGN ELEMENTS AFFECTED BY DESIGN SPEED ARE PRESENTED AND DISCUSSED.
