MANUAL ON DRIVEWAY ENTRANCE REGULATIONS

THE EFFICIENCY AND SAFETY OF A STREET OR HIGHWAY DEPENDS LARGELY UPON THE AMOUNT AND CHARACTER OF ANY INTERFERENCE WITH VEHICLES MOVING ALONG THE ROADWAY. IN ORDER TO PROTECT THE TRAVELING PUBLIC AND TO FULLY UTILIZE THE POTENTIAL OF THE HIGHWAY INVESTMENT, IT IS NECESSARY TO REGULATE THE VEHICLE MOVEMENTS INTO AND OUT OF ROADSIDE DEVELOPMENTS - THUS AIDING IN REDUCING THE INTERFERENCE WITH THE TRAFFIC STREAM. LANDOWNERS HAVE CERTAIN RIGHTS OF ACCESS. ROAD USERS HAVE CERTAIN RIGHTS TO SAFETY AND FREEDOM OF MOVEMENT. THIS MANUAL SETS FORTH THE POLICY OF THE NORTH CAROLINA STATE HIGHWAY COMMISSION REGULATING ENTRANCES AND EXITS ON STATE HIGHWAY SYSTEM STREETS AND ROADS AND ESTABLISHES THE REQUIREMENTS FOR THE CONSTRUCTION OF SUCH ENTRANCES AND EXITS.
