CONSIDERATIONS FOR THE INSTALLATION OF U-TURNS AT FREEWAY INTERCHANGES

ONE OF THE MAJOR ADVANCES IN HIGHWAY DESIGN HAS BEEN THE CONTROLLED-ACCESS HIGHWAY. BY SEPARATING THROUGH TRAFFIC FROM ALL CROSS MOVEMENT AND BY CONTROLLING THE POINTS AT WHICH TRAFFIC CAN ENTER AND EXIT FROM THE THROUGH LANES, THE FREEWAY DESIGNER HAS PROVIDED SAFETY, CONVENIENCE, COMFORT, AND BEAUTY FOR USERS OF THESE FACILITIES. SINCE THE MAIN DESIGN EFFORT HAS BEEN CONCENTRATED ON THE FREEWAY PROPER, LITTLE ATTEMPT HAS BEEN MADE TO ADEQUATELY DESIGN FOR THE TRAFFIC WHICH PRIMARILY USES PARALLEL FRONTAGE ROADS. BECAUSE OF THE INCREASE IN LOCAL TRAFFIC ON THESE FRONTAGE ROADS, MOTORISTS ARE EXPERIENCING MORE DELAY, CONGESTION, AND ACCIDENTS AT POINTS OF INTERCHANGE OF A FREEWAY WITH MAJOR ARTERIALS. IT IS NEITHER PRACTICAL NOR POSSIBLE TO ELIMINATE ALL OF THE CONFLICTS WHICH OCCUR AT THESE POINTS. HOWEVER, IF CERTAIN MAJOR CONFLICTS COULD BE HANDLED BY MEANS WHICH ARE BOTH PRACTICAL AND ECONOMICAL, IT WOULD SEEM DESIRABLE TO INCORPORATE THEM INTO THE BASIC INTERCHANGE DESIGN. THUS, THE ANALYSIS AND DESIGN OF FREEWAYS MUST ALSO INCLUDE SIMULTANEOUS ANALYSIS AND DESIGN OF THE CROSS STREETS, INTERCHANGE FACILITIES, AND TRAFFIC CONTROL FEATURES. UNDER PRIMARY CONSIDERATION IS THE DIAMOND-TYPE INTERCHANGE. SPECIAL EMPHASIS HAS BEEN PLACED UPON THE U- TURN MANEUVER IN ORDER TO DETERMINE THE EFFECT OF THIS MOVEMENT UPON THE OPERATING EFFICIENCY OF THE INTERCHANGE. /AUTHOR/
