GNSS-based Electronic Toll Collection and Road Pricing

ETC (Electronic Toll Collection) allows charging for the use of road infrastructures minimizing traffic disturbances, achieving a better social acceptance and reducing costs. However, most road pricing strategies nowadays are not based on satellite positioning. This paper presents system architecture of multiservice ETC system based on GNSS (Global Navigation Satellite System). The operating principles are described along with service functions. The detailed design and functions of three subsystems (i.e. Tolling Service centre, On board Unit and Law Enforcement System) are presented as well. Finally the paper gives a brief analysis on the feasibility of GNSS-based road pricing in China. For the covering abstract see ITRD E140665.
