MORECAMBE BAY: TRANSPORT COST/BENEFIT ANALYSIS OF THE PUMPED STORAGE SCHEME PROPOSALS

THIS PAPER IS A SEQUEL TO MAU NOTE 141 (TRANSPORT PLANNING IN A MULTI-RESOURCE CONTEXT: THE MORECAMBE BAY BARRAGE). IT DESCRIBES WORK DONE TO ESTIMATE THE TRANSPORT COSTS AND BENEFITS ACCRUING TO ROAD INVESTMENT ASSOCIATED WITH SOME NEW PROPOSALS FOR RIVER BARRAGES ACROSS THE KENT AND LEVEN ESTUARIES (IE. A FEW MILES NORTH OF THE EARLIER FULL BARRAGE PROPOSALS). THE CONCLUSION IS THAT, FOR EITHER RIVER BARRAGE ON ITS OWN, ROAD INVESTMENT IS NOT WORTHWHILE: ALTHOUGH MARGINALLY JUSTIFIED ON STRICT TRAFFIC ECONOMIC GROUNDS, IT POSES SEVERE AMENITY AND ENVIRONMENTAL PROBLEMS. BOTH RIVER BARRAGES TOGETHER, HOWEVER, OFFER A WORTHWHILE ROUTE FROM M6 JUNCTION NORTH OF CARNFORTH THROUGH TO A590 IN FURNESS, AND YIELD A NET TRANSPORT VALUE OF THE TWO BARRAGE OF SOME 5M. /AUTHOR/
