Modal Shift: An ACE Idea

This article is based on an address given on the "Climate Express" train enroute to Copenhagen on December 5, 2009. Toni Aschwanden, who is responsible for international transportation policy at Switzerland's Alpine Initiative, presents his views on how shifting freight traffic from road to rail would help protect the Alps' delicate ecosystem. Aschwanden discusses relevant Swiss policy, such as banning new road construction through the Alps. He also discusses Alpine Initiative activities, such as the Alpine Crossing Exchange (ACE). The three main parts of ACE in regard to truck traffic in the Alps deal with capping truck movements, allocating trucking permits, and allowing trading of permits.
