TER Monopoly Under Fire

SNCF currently has a monopoly on rail services in France, including TER. Whether or not legislative changes will end this is considered in this article. There has been increasing interest in introducing competition and tendering operating contracts in France due to the transfer of responsibility for regional services to local authorities over the past decade. Currently there seem to be more questions than there are answers as new rules and regulations continue to quickly appear. A major question seems to be what happens now that European Union Regulation 1370/07 has been passed, which sets new rules for local rail and bus service operation and brings limits to the length of operating contracts. For now, though, it seems SNCF will continue business as usual.
