TIME-SAVING METHODS IN HIGHWAY ENGINEERING - CHAPTER 2: PLANNING (STATISTICS, ECONOMIC ANALYSIS, ETC)

TWELVE QUESTIONS WERE SUBMITTED TO THE PLANNING DIVISIONS OF SEVERAL STATE HIGHWAY DEPARTMENTS. THE RESULTS ARE PRESENTED IN A TABLE AND IN DESCRIPTIVE SUMMARIES BY STATE. THE GENERAL CONCLUSIONS FOR EACH OF THE TWELVE QUESTIONS ARE: (1) THERE WAS EXTENSIVE USE OF MECHANIZED STATISTICAL PREPARATION OF MILEAGE REPORTS; (2) ROAD INVENTORY WAS BEING ACCOMPLISHED BY A VARIETY OF DEVICES WHERE ACCURACY DID NOT REQUIRE TRANSIT AND TAPE; (3) THERE WAS INCREASING APPLICATION OF STATISTICAL CONTROL TO ANALYTICAL PROCEDURES; (4) MECHANIZED PROCEDURES WERE WIDELY USED FOR SUFFICIENCY RATINGS; (5) SEVENTEEN STATES REPORTED THE USE OF MECHANIZED GRAPHIC PORTRAYALS OF ORIGIN/DESTINATION DATA; (6) A START HAD BEEN MADE TOWARD ADAPTING MACHINE PROCEDURES TO TRAFFIC ASSIGNMENT; (7) A START HAD BEEN MADE TOWARD ADAPTING MECHANIZED PROCEDURES FOR ASSIGNMENT OF TRAFFIC TO A MASTER SYSTEM OR ROUTES; (8) NEARLY ALL HIGHWAY DEPARTMENTS WERE USING AERIAL PHOTOGRAPHY IN SUPPLEMENTARY MAPPING; (9) NEW PROCESSES AVAILABLE IN COMMERCIAL MAP-MAKING AND REPRODUCTION WERE BEING UTILIZED; (10) A NUMBER OF SHORT-CUT, STATISTICALLY VALID METHODS WERE BEING USED IN OBTAINING O&D DATA; (11) ABOUT A QUARTER OF THE STATES REPORTED THE USE OF NON-ENGINEERING PROFESSIONALS IN PLANNING; (12) SOME UNIQUE TIME- SAVING DEVICES WERE REPORTED. IN GENERAL, AERIAL PHOTOGRAPHY AND HIGH-SPEED TABULATING EQUIPMENT WERE THE TWO MOST SIGNIFICANT TIME SAVING DEVICES USED IN PLANNING.
