TOLL ROADS: ECONOMIC IMPACT

A METHOD IS TESTED AND DEVELOPED TO ASCERTAIN THE EFFECTS OF LIMITED ACCESS HIGHWAYS, ESPECIALLY THE TOLL ROAD SECTOR, ON THE STATE AND LOCAL ECONOMIES. THE RESULTS ARE EVALUATED IN TERMS OF THE TOLL ROADS' CONTRIBUTION TO THE STATE ECONOMY. TOLL REVENUE TO DATE IS INSUFFICIENT TO MEET THE BOND RETIREMENT SCHEDULE; HOWEVER, AN ANALYSIS OF SECONDARY ECONOMIC BENEFITS MUST ALSO BE CONSIDERED. THE ECONOMIC BENEFITS EVALUATED ARE EXPRESSED IN TERMS OF DIFFERENTIALS AMONG TOLL ROAD, INTERSTATE, AND UNAFFECTED TROUPS. KENTUCKY IS IN A FAVORABLE POSITION TO REDUCE URBAN DISECONOMIES, SINCE THE TOLL ROADS PROVIDE EASY ACCESS INTO AND OUT OF THE URBAN AREAS. /AUTHOR/
