Design and Simulation of a Dynamic Hot Lane Control System for Highway No. 1 in Israel

High Occupancy Toll (HOT) lanes are becoming more and more attractive as they help to dissolve congestion by influencing drivers to include more economic thinking in their decision about the when, where and how of their trip. The paper describes the dynamic control process of the HOT lane (Fast Lane) Tel Aviv. This system is operated dynamically by adjusting the fee in relation to the traffic quality. The system is triggered by measurements of traffic on the Fast Lane itself and on the road sections upstream and downstream the Fast Lane. To prove the practicability of the dynamic toll algorithm of the Fast Lane, simulations using the microscopic simulator VISSIM have been carried out. The paper describes the decision algorithm and the simulation approach. Furthermore it shows the results of two scenarios.
