INTERSTATE HIGHWAY 40 AIR RIGHTS PROJECT NASHVILLE, TENNESSEE

THE PURPOSE OF THE STUDY IS TO EXPLORE WHETHER THE EXISTING HIGHWAY SITE COULD BE USED TO PROVIDE NEEDED FACILITIES TO THE AREA SURROUNDING IT. ANALYSES WERE MADE OF THE POTENTIAL RANGE OF PROJECT USES AND THE ECONOMIC, TRAFFIC, ENGINEERING AND ENVIRONMENTAL CONSTRAINTS ON DEVELOPMENT. A PLAN FOR AIR RIGHTS DEVELOPMENT WITHIN THE INTERSTATE HIGHWAY 40 RIGHT-OF-WAY AT 18TH AVENUE IN NASHVILLE, TENN. IS PRESENTED. A COMMUNITY BUSINESS CENTER IS PROPOSED CONTAINING A TWO-LEVEL SHOPPING COMPLEX WITH OFFICES AND A MOTEL. THE FEASIBILITY OF PROJECT PROPOSALS IS DOCUMENTED AND THE PROGRAM IMPLEMENTING THEM IS PROPOSED. DEVELOPMENT OF THE SPECIFIC PLANNING RECOMMENDATIONS FOR THE AIR RIGHTS PROJECT WAS UNDERTAKEN AS A PART OF A THREE-ELEMENT I-40 CORRIDOR STUDY; THE FIRST TWO PARTS, TRAFFIC AND LAND UTILIZATION ANALYSIS, WERE CONDUCTED CONCURRENTLY TO PROVIDE THE NECESSARY PLANNING FRAMEWORK FOR JOINT DEVELOPMENT. THE RESULTS INDICATE THAT THE PROPOSED AIR RIGHTS PROJECT IS FEASIBLE AND WOULD HAVE THE ECONOMIC CAPACITY TO SURVIVE, ONCE THE INITIAL COSTS ARE PAID. MARKET ANALYSIS INDICATES THAT THE AIR RIGHTS PROJECT COULD SUPPORT A SHOPPING MALL AND A SPECIALIZED CONVENIENCED GOODS CENTER, AN 80 UNIT MOTEL AND OFFICES. DEVELOPMENT COSTS ARE ESTIMATED TO BE 4.5 MILLION. THE AIR RIGHTS PROJECT CAN PLAY A CRUCIAL ROLE IN AIDING THE MODEL CITIES PROGRAM NOW UNDERWAY IN NORTH NASHVILLE TO AFFECT SOCIAL AND ECONOMIC PROGRESS.
