YOUMANS DEVELOP THEIR PAPER, 'ECONOMICS IN REGIONAL WATER RESEARCH AND POLICY' IN TWO PARTS. PART I PERTAINS TO WATER RESOURCES AND REGIONAL ECONOMIC GROWTH WHILE PART II DEALS WITH THE CHOICE OF INDICATORS IN PUBLIC DECISION-MAKING WITH RESPECT TO INVESTMENT IN NATURAL RESOURCES.
