A RE-APPRAISAL OF METROPOLITAN PLANNING

SOME OF THE FAILINGS AND SHORTCOMINGS ARE IDENTIFIED OF CURRENT METROPOLITAN TRANSPORT PLANNING IN AUSTRALIA AND IN OTHER COUNTRIES. RESEARCH ON URBAN TRANSPORT PROBLEMS IN THE UNITED STATES INDICATES THE CRUCIAL IMPORTANCE OF THE URBAN TRANSPORT SYSTEM BEING REGARDED AS A COMPLEX AND HIGHLY INTERRELATED SYSTEM CONSISTING OF A LARGE NUMBER OF COMPETING AND COMPLEMENTARY MODES. PROGRESS IS BEING MADE IN THE DEVELOPMENT OF INSTITUTIONS AND PROCEDURES FOR ANALYSING THE URBAN TRANSPORT SYSTEM OVERALL AND IN COORDINATING THE EFFORTS OF MANY INSTITUTIONS RESPONSIBLE FOR PROVIDING URBAN TRANSPORT SERVICES. HOWEVER, THE PROBLEM OF COORDINATION REMAINS THE LARGEST, MOST DIFFICULT OBSTACLE TO OVERCOME.
