IT IS NOT NECESSARY TO BE KNOWLEDGEABLE ABOUT QUANTITATIVE TECHNIQUES AND COMPUTER APPLICATIONS. PEOPLE HAVING THESE SKILLS CAN BE FOUND AND THEY CAN HANDLE THAT PART OF THE TASK. THE IMPORTANT ISSUE IS TO FIND OUT WHETHER PROGRAM BUDGETING CAN, IN FACT, HELP THE STATE DEVELOP THE SUBSTANTIVE ASPECTS OF MAJOR ISSUES IN A BETTER WAY.
