THE UNCERTAINTIES ARE EXAMINED SURROUNDING DECISIONS TO INVEST IN RESEARCH AND DEVELOPMENT PROJECTS, PARTICULARLY AT THE NATIONAL LEVEL. THE AUTHOR STRESSES THE NEED TO CLARIFY AND QUANTIFY NEEDS, THE IMPORTANCE OF DEFINING AND REDEFINING OBJECTIVES AND THE ADVANTAGES OF USING ANALYTICAL TECHNIQUES AS A MEANS OF GETTING TO GRIPS WITH THE PROBLEM. HE ANALYZES THE WIDE RANGE OF BENEFITS WHICH ACCRUE TO INDIVIDUAL ORGANIZATIONS AND TO SOCIETY AT LARGE.
