ECONOMIC VIABILITY IN PUBLIC TRANSPORT UNDERTAKINGS

ECONOMIC VIABILITY WAS ONCE A MATTER OF COURSE FOR PUBLIC TRANSPORT UNDERTAKINGS. REVENUE COVERED ALL EXPENSES AND SOMETIMES ALLOWED A PROFIT MARGIN. HOWEVER, THE SITUATION WAS COMPLETELY CHANGED BY THE PRIVATE CAR, BUT THE PUBLIC CHARGES REMAINED. THE CONTINUOUS INFLATION OF COSTS UNDERMINES THE ECONOMIC RESOURCES OF MODERN UNDERTAKINGS. TRANSPORT OPERATORS MUST REASSESS THE PROBLEM OF FULL COST COVER. AN EXTENSIVE QUESTIONNAIRE WAS SENT TO ALL PARTICIPANTS OF THE INTERNATIONAL COMMISSION ON ECONOMIC POLICIES IN TRANSPORT OF THE INTERNATIONAL UNION OF PUBLIC TRANSPORT. THIS SURVEY HAS SHOWN THAT PUBLIC TRANSPORT UNDERTAKINGS HAVE TO COVER CHARGES IN THE PUBLIC INTEREST TO AN EXTENT NO LONGER COMPATIBLE WITH THEIR PRESENT FINANCIAL SITUATIONS. A SURPRISINGLY LARGE NUMBER OF UNDERTAKINGS DO NOT RECEIVE ANY KIND OF DIRECT COMPENSATION. ONLY A MINORITY OF OPERATORS HAVE AVAILABLE ESTIMATES OF THE FINANCIAL COST OF CHARGES IN THE PUBLIC INTEREST. IT IS CONCLUDED THAT COMPREHENSIVE QUANTIFICATION OF EXTRANEOUS CHARGES AND BURDENS IN THE PUBLIC INTEREST IS URGENTLY REQUIRED. THE FINANCIAL SITUATION OF PUBLIC TRANSPORT IS STEADILY DETERIORATING. PUBLIC AUTHORITIES MUST BE MADE AWARE OF THE ADVANTAGES OF THE RELEASE FROM SUBSIDIZATION AND RECOURSE TO COST-COVERING OPERATION. SINCE THE PUBLIC HAS A VITAL INTEREST IN AN EFFICIENT AND SOUND PUBLIC TRANSPORT SYSTEM, THE PROBLEM OF THE WEAKENING RESOURCES OF THESE UNDERTAKINGS MUST BE TAKEN INTO CONSIDERATION IN NATIONAL TRANSPORT POLICIES. IT IS RECOMMENDED THAT RELIEF AND ASSISTANCE MEASURES SHOULD BE INSTITUTED APART FROM COMPENSATION. PAYMENT OF COSTS ARISING FROM TRAFFIC CONGESTION, SPECIAL TAX ARRANGEMENTS AND CONTRIBUTIONS TO IMPROVEMENT OF THE INFRASTRUCTURE ARE PARTICULARLY IMPORTANT.
