QUANTIFICATION OF ROAD USER SAVINGS

THIS PAPER ATTEMPTS TO ARRIVE AT A GENERALLY ACCEPTABLE, HOMOGENEOUS APPROACH TO THE PROBLEM OF CALCULATING VEHICLE OPERATING COST SAVINGS. IT PRESUPPOSED THAT THE RELEVANT TECHNICAL OR PHYSICAL RELATIONSHIPS ARE AT LEAST ROUGHLY SIMILAR BETWEEN COUNTRIES. QUANTITATIVE INFORMATION ON THESE PHYSICAL RELATIONSHIPS IS THE PRIMARY RESULT OF THIS PAPER. NEXT, VALUATION AT INDICATIVE PRICES OF THE COST ITEMS CONCERNED GIVES SOME IDEA OF THE ORDERS OF MAGNITUDE OF COST AND COST SAVINGS. THE INDICATIVE PRICES ARE ONLY ROUGH APPROXIMATIONS OF THE PRICES APPROPRIATE IN ANY PARTICULAR COUNTRY AND NEED TO BE CHECKED AND REVISED IN SPECIFIC CASES.
