ECONOMIC SURVEY OF RATON, NEW MEXICO, 1958-1966. THE AFTER PORTION OF A HIGHWAY RELOCATION STUDY

THE RATON BYPASS WAS OPENED NOVEMBER, 1961, AND THE SUBSEQUENT 5 1/2 YEARS HAVE PROVIDED AMPLE TIME FOR THE BULK OF THE PROBABLE ADAPTATIONS OF LAND USE AND VALUE. CONSTRUCTION DID NOT PROVIDE THE BOOST TO A LAGGING ECONOMY ENVISIONED BY THOSE WHO ORIGINALLY REQUESTED THE HIGHWAY DEPARTMENT TO BUILD THE BYPASS, NOR HAS IT BROUGHT THE DISASTROUS DECLINE IN BUSINESS PREDICTED BY ITS OPPENENTS. IN SPITE OF THE FACT THAT AVERAGE DAILY TRAFFIC NORTH OF RATON HAS DECLINED BY FIVE PER CENT SINCE 1960 AND HAS INCREASED BY ONLY SIX PER CENT SOUTH OF RATON, TRAFFIC IN THE CITY CENTER WAS UP 10 PER CENT IN 1966 AS COMPARED WITH 1960. THE NUMERICAL INCREASE IN TRAFFIC IN THE DOWNTOWN AREA IS MORE THAN THE ALGEBRAIC SUM OF ALL INCREASES IN TRAFFIC FROM THE SOUTH, EAST, AND NORTH. THE SURPRISING DEVELOPMENT IS THAT TOURIST-RELATED BUSINESS HAS INCREASED FOR THE CITY FAR MORE THAN VEHICULAR TRAFFIC AS MENTIONED ABOVE. THE DECLINE IN THE INTENSITY OF LAND USE IN THE THREE ESTABLISHED SECTIONS OF THE CITY IS WELL DOCUMENTED BY INDIRECT OR INVISIBLE MEASURES, SUCH AS SALES AND EMPLOYMENT DATA. ONE OBSERVATION IS THAT THE DECLINE IN INTENSITY OF LAND USE IN THE ESTABLISHED SECTIONS OF THE CITY HAS NOT BEEN SUFFICIENT TO CAUSE AN SIGNIFICANT NUMBER OF TOURIST- RELATED BUSINESSES TO CLOSE DOWN. ALTHOUGH THE REAL ESTATE MARKET DOES NOT REFLECT PRESUMED DECREASES IN LAND VALUES, THE CITIZENS OF RATON HAVE BEEN SUCCESSFUL IN CONVINCING THEIR COUNTY OFFICIALS THAT TAXES SHOULD BE LOWERED BECAUSE OF THE REDUCED VALUE OF THEIR PROPERTY. A FINAL NET TOTAL ON THE IMPACT OF THE INTERSTATE HIGHWAY ON THE TAX STRUCTURE OF RATON IS DIFFICULT TO ESTIMATE. /AUTHOR/
