THE INFLUENCE OF PUBLIC IMPROVEMENTS ON PROPERTY VALUES

A STUDY WAS CONDUCTED TO DETERMINE THE RELATIONSHIP OF THE HIGHWAY CONSTRUCTION PROGRAM AND PUBLIC HOUSING PROGRAMS ON PROPERTY VALUES. A COMPARISON WAS MADE OF ASSESSED VALUATIONS IN THE AREA OF INFLUENCE OF THE GRAND CENTRAL PARKWAY, HENRY HUDSON PARKWAY, AND THE SHORE PARKWAY WITH THOSE OF THE BOROUGH FOR THE YEARS 1939, 1945 AND 1953. THE PRINCIPAL VARIABLE CONSIDERED WAS THE ASSESSED VALUATION OF PROPERTY GENERALLY EXCLUDING EXEMPT PROPERTY, REAL ESTATE OF UTILITY CORPORATIONS AND SPECIAL FRANCHISE. IT WAS CONCLUDED THAT HIGHWAY IMPROVEMENTS IN THESE AREAS HAVE SERVED AND EXPANDED RESIDENTIAL USE OF ADJACENT AREAS AND INCREASES IN ASSESSED VALUATIONS IN EACH AREA OF INFLUENCE WERE SIGNIFICANT WHEN COMPARED TO THE INCREASES OR DECREASES IN ASSESSED VALUATIONS FOR THE BOROUGH AS A WHOLE. /VHRC/
