AN ECONOMIST ATTEMPTS TO PRESENT THE BEST GUIDANCE AVAILABLE FROM ECONOMIC THEORY IN A FORM WHICH CAN BE UNDERSTOOD AND USED BY THE NON-ECONOMIST, PRINCIPALLY THE ENGINEER AND THE ADMINISTRATOR.
