A PROPOSED PLANNING-PROGRAMMING-BUDGETING (PPB) METHODOLOGY IS PRESENTED FOR GUIDING TRANSPORTATION DECISION MAKERS THROUGH THE PLANNING AND PROGRAMMING CYCLE. VOLUME I SYNOPSIZES THE PPB SYSTEM WHICH WAS DEVELOPED AND EXERCISED. VOLUME II DESCRIBES THE SYSTEM IN MUCH GREATER DETAIL, DISCUSSING THE TASKS WHICH THE ANALYST MUST PERFORM TO PROVIDE TRANSPORTATION MANAGEMENT WITH THE INFORMATION NEEDED TO FORMULATE AND PRESENT AN INTERGRATED TRANSPORTATION PROGRAM. A CONCLUDING SECTION DISCUSSES THE PROBLEMS INVOLVED IN DEVELOPING INFORMATION SYSTEMS TO SUPPORT PPB. VOLUME III EXERCISES THE SYSTEM DESCRIBED IN VOLUME II.
