PERFORMANCE BIDDING APPLIED TO STATE TIRE PROCUREMENT

THE DEPARTMENTS TIRE BUYING PROGRAM OBJECTIVES WERE DETERMINED, AND EFFECTIVENESS OF EXISTING BUYING PRACTICES IN ACHIEVING THESE OBJECTIVES WAS EVALUATED. TO ACHIEVE LEAST COST PER MILE OF SERVICE, USE OF LABORATORY TESTING TO INSURE MORE UNIFORM TIRE QUALITY AND USE OF PERFORMANCE DATA TO EXPRESS QUALITY IN TERMS OF MILES OF SERVICE WERE RECOMMENDED. REQUIREMENTS WERE PRESENTED FOR EFFECTIVE INCORPORATION OF PERFORMANCE DATA INTO A COMPETITIVE BIDDING SYSTEM, I.E., LEAST COST PER MILE BIDDING. ADOPTION OF SUCH A SYSTEM WAS URGED. TECHNIQUES OF PERFORMANCE PURCHASING OF TIRES DESCRIBED WERE OUTLINED STEP BY STEP.
