THE SCOPE OF CHICAGO AREA FISCAL ACTIVITIES' A PROCESS APPROACH

RESULTS AND METHODS OF AN EXAMINATION OF LOCAL GOVERNMENT FISCAL ACTIVITIES IN THE CHICAGO REGION ARE REPORTED BY CATS. THE GOVERNMENTAL STRUCTURE IN THE CHICAGO AREA IS COMPLEX' A TANGLED WEB OF DIFFERENT TYPES OF GOVERNMENTS WITH OVERLAPPING JURISDICTIONS BLANKETS THE REGION. THE PROCESS APPROACH WAS ADOPTED. THIS APPROACH DESCRIBES AND MEASURES BASIC FLOWS OF MONEY FROM VARIOUS REVENUE SOURCES TO VARIOUS EXPENDITURES AND INDICATES THE BASIC RELATIONS WHICH EXIST BETWEEN CERTAIN REVENUES AND EXPENDITURES--EACH ONE TO EACH OTHER AND EACH ONE TO THE WHOLE. THIS STUDY PRESENTS THE WHOLE OF THE GOVERNMENT FINANCE PICTURE, OF WHICH THE FINANCING OF TRANSPORTATION FACILITIES IS AN INTEGRAL PART.
