THE MUNICIPAL SEARCH FOR TRANSPORTATION POLICY

THE PROPER CASE FOR PUBLIC TRANSIT CAN ONLY BE MADE IN THE CONTEXT OF A TOTAL AREA DEVELOPMENT PLAN. TRANSPORTATION IS MOST BASIC TO THE ECONOMIC AND SOCIAL EFFICIENCY OF THE COMMUNITY AND MUST BE PLANNED ON THIS BASIS. THE ECONOMIC IMPORTANCE OF AN URBAN TRANSPORTATION SYSTEM ARISES FROM ITS EFFECT ON OTHER PHYSICAL DEVELOPMENT AND ITS CATALYTIC VALUE ON OTHER ECONOMIC DEVELOPMENT. SENIOR GOVERNMENTS WILL INEVITABLY INSIST ON COMPREHENSIVE PROGRAMS ON ALL MAJOR PHASES OF COMMUNITY DEVELOPMENT AS A CONDITION OF FINANCIAL AID. TO ENABLE MUNICIPALITIES TO FINANCE THEIR SHARE OF INCREASING TRANSPORTATION COSTS (ALL FACETS) IT WILL BE NECESSARY TO DEVISE A METHOD OF RECOVERING THE VALUE WHICH THE TAXPAYERS INVESTMENT ADDS TO THE LAND. FINALLY, IT IS NECESSARY FOR ALL GOVERNMENTAL ORGANIZATIONS TO UNDERTAKE THOROUGH RESEARCH PROGRAMS IN URBAN TRANSPORTATION AND THAT TECHNICAL AND FINANCIAL ASSISTANCE BE ENLISTED FROM SENIOR GOVERNMENTS IN A SEARCH FOR SOLUTIONS THAT THE PUBLIC INTEREST REQUIRES. /CGRA/
