A SYSTEM FOR COMPUTATION OF MOTOR VEHICLE OPERATING COSTS

ROAD USER COSTS ARE AN IMPORTANT ELEMENT OF THE TOTAL COST OF HIGHWAY OPERATION AND ARE FREQUENTLY CRITICAL TO DECISION-MAKING IN HIGHWAY PLANNING. CONSEQUENTLY, IT IS DESIRABLE THAT THEIR VALUE BE ESTIMATED AS ACCURATELY AS POSSIBLE. THE APPROACHES OF COMPUTATION OF ROAD USER COSTS NOW IN COMMON USE ARE LIMITED IN A NUMBER OF RESPECTS. THIS IS LARGELY DUE TO DATA RESTRICTIONS AT THE TIME OF THEIR DEVELOPMENT AND PUBLICATION. THIS STUDY APPLIES DATA AND INFORMATION AVAILABLE IN RECENT LITERATURE IN DEVELOPING A FRAMEWORK FOR COMPUTATION OF MOTOR VEHICLE OPERATING COSTS FOR RURAL HIGHWAYS. CONSUMPTION RATES AS RELATED TO VARIOUS ALIGNMENT, VEHICLE AND OPERATING CHARACTERISTICS ARE DEVELOPED AND PRESENTED IN CHART FORM. THESE ARE APPLIED TO THREE APPROACHES. THE MOST BASIC OF THESE IS A PROCEDURE OF HAND COMPUTATION OF VEHICLE OPERATING COSTS. ALTERNATIVELY, A COMPUTER PROGRAM ASSISTS CALCULATIONS BY GENERATING TABLES OF OPERATING COSTS ON TANGENT ROADWAY FOR CONDITIONS DESIRED BY THE USER. A MORE EXTENSIVE COMPUTER PROGRAM IS DESIGNED TO CALCULATE COSTS OF VEHICLE OPERATION OVER THE SPECIFIC ALIGNMENT UNDER STUDY. CONSUMPTION RATES (RATHER THAN COSTS) ARE USED THROUGHOUT TO ALLOW USE OF UNIT COSTS APPROPRIATE TO THE AREA UNDER STUDY. THESE PROCEDURES ARE OUTLINED AND ILLUSTRATED IN THE TEXT. /CGRA/
