THE NEED FOR A PRICING SYSTEM, THE ANNUAL TRACK COST OF THE ROAD SYSTEM, ITS DISTRIBUTION BETWEEN VEHICLE CLASSES, CHARGING AND CURRENT TAXATION, ALTERNATIVE APPROACHES, THE EFFECTS OF SUCH CHARGING, CONGESTION AND OTHER SOCIAL COSTS AND THE EFFECT OF OVERALL CHARGING IS DISCUSSED. A SUMMARY AND CONCLUSIONS ARE INCLUDED AND TWO APPENDICES ONE' MAINT- ENANCE AND DEPRECIATION, AND THE ALLOCATION OF COSTS TO VEHICLE CLASSES USING AASHO FIGURES.
