THE TRANSPORTATION NEEDS OF THE RURAL POOR

INADEQUATE TRANSPORTATION HAS A PARTICULARLY SERIOUS IMPACT ON THE LIVES AND WELFARE OF THE RURAL POOR. DISPERSION OF ACTIVITY MAKES EXISTING MODES OF PURCHASABLE TRANSPORTATION EXPENSIVE, WHILE ISOLATION TENDS TO DEPRIVE RURAL POOR OF THE AWARENESS OF AND PARTICIPATION IN SOCIETAL ENDEAVORS. WITHIN THIS CONTEXT, THE OBJECTIVES OF THIS STUDY ARE TO DETERMINE THE TRANSPORTATION NEEDS OF THE RURAL POOR IN RALEIGH COUNTY, WEST VIRGINIA, TO IDENTIFY AND EVALUATE ALTERNATIVE MEANS OF SATISFYING THESE NEEDS, AND TO DETERMINE OF APPLICABILITY OF METHODOLOGICAL AND PROGRAMMATIC FINDINGS TO OTHER RURAL POOR AREAS OF THE NATION. THE STUDY IDENTIFIES NEEDS THROUGH A FIELD SURVEY OF RURAL HOUSEHOLDS WHICH PERMITS COMPARISON OF THE TRAVEL BEHAVIOR OF THE POOR WITH THE REMAINDER OF THE POPULATION. THROUGH A COST-BENEFIT FRAMEWORK, IT ANALYZES THE OPERATIONS OF A FREE MINIBUS SERVICE PROVIDED THE RURAL PORTIONS OR RALEIGH COUNTY BY THE LOCAL COMMUNITY ACTION AGENCY, AND BY MEANS OF COST-BENEFIT RATIOS PROVIDES A STANDARD OF COMPARISON OF VARIOUS TRANSPORTATION ALTERNATIVES. FINALLY, METHODOLOGICAL AND PROGRAMMATIC FINDINGS WITH RESPECT TO RALEIGH COUNTY ARE EVALUATED FOR NATIONWIDE APPLICABILITY AFTER IDENTIFYING 354 RURAL POOR COUNTIES OF THE NATION. /FHWA/
