Defining a Transportation Mobility Fee for Florida

During Florida’s 2008 legislative session, considerable interest was expressed in establishing a mobility fee to address the transportation impacts of development and provide a revenue source for all modes of transportation. However, the nature and composition of such a fee is subject to a variety of interpretations. Many have envisioned the mobility fee as a per trip fee on new development. Some also view it as a possible alternative to transportation concurrency – a growth management concept intended to ensure that the necessary public facilities are available concurrent with the impacts of development. This paper seeks to define a transportation mobility fee for Florida by exploring possible approaches for such a fee and identifying a working concept that best accomplishes a range of desired objectives. Key among these objectives is a mobility fee that correlates with vehicle miles of travel. The paper reports on research performed for the Florida Department of Community Affairs.
