A COMPARISON WAS MADE OF THE RESULTS OF ANALYSIS MADE BEFORE CONSTRUCTION WAS BEGUN AND AFTER THE COMPLETED PROJECT HAD BEEN IN USE. COUNTS TAKEN AFTER COMPLETION WERE THE BASIS FOR THE PRINCIPAL ANALYSIS. THE REPORT WAS COMPRISED OF THE SITUATION, METHOD USED FOR ECONOMY STUDY, DATA ASSUMPTIONS USED FOR THE STUDY, ANNUAL COST CALCULATIONS, RATE OF RETURN CALCULATIONS, AND COMMENTS AND CONCLUSIONS.
