FLORIDA - "SINGLE AUDIT" CONCEPT OF FINANCIAL RECORDS FOR FEDERAL-AID HIGHWAY PROJECTS

FLORIDA BECAME ONE OF THE FIRST STATES IN THE NATION TO ADOPT THE NEW "SINGLE AUDIT" CONCEPT OF FINANCIAL RECORDS FOR FEDERAL-AID HIGHWAY PROJECTS, WITH AN AGREEMENT SIGNED BETWEEN THE FLORIDA DEPARTMENT OF TRANSPORTATION AND THE FEDERAL HIGHWAY ADMINISTRATION. UNDER THE AGREEMENT, DOT'S INTERNAL AUDIT OFFICE WILL AUDIT AREAS PREVIOUSLY THE RESPONSIBILITY OF THE FEDERAL AUDITOR, INCLUDING GENERAL MANAGEMENT, PLANNING AND RESEARCH, CONSTRUCTION AND RIGHT OF WAY. PRE-AUDIT PLANNING BETWEEN DOT'S INTERNAL AUDIT OFFICE AND THE FHWA AUDITOR-IN-CHARGE WILL ASSURE COMPLIANCE WITH FEDERAL REQUIREMENTS. TECHNICAL ASSISTANCE, CLOSEOUT CONFERENCES AND PARTICIPATION IN DRAFTING AUDIT REPORTS BY THE FHWA AUDITOR-IN-CHARGE WILL ASSURE THIS COMPLIANCE. THE NEW SINGLE AUDIT CONCEPT IS DESIGNED TO ELIMINATE DUPLICATIN WHICH FORMERLY OCCURRED WHEN INTENSIVE AUDITS WERE PERFORMED BY BOTH STATE AND FEDERAL AGENCIES. /FDOT/
