"FARE PLANS, PASSENGER AND REVENUE PROJECTIONS -- TECHNICAL MEMORANDUM #53"

THE REPORT EXAMINES ALTERNATIVE FARE STRUCTURES AND RELATED PROJECTIONS OF REVENUE AND RIDERSHIP FOR THE BAY AREA TRANSIT SYSTEM. THE PROPOSED PLAN WOULD EMPLOY A GRADUATED FARE SYSTEM BASED UPON DISTANCE INCREMENTS AND UTILIZING MODERN AUTOMATIC FARE COLLECTION EQUIPMENT. TWO BASIC FARE STRUCTURES ARE EXAMINED: (1) FARE PLAN V, THE MINIMUM RATE ACCEPTABLE UNDER PRESENT CIRCUMSTANCES; AND (2) FARE PLAN VI WHICH REPRESENTS THE MAXIMUM. THE PRINCIPAL DISTINCTION BETWEEN THESE ALTERNATIVE FARE STRUCTURES IS THE FORMULA BY WHICH ADDITIONAL FARES ARE ADDED TO THE BASE RATE OF 25found. TRANSIT FARES IN OTHER CITIES ARE ALSO DISCUSSED FOR COMPARATIVE PURPOSES; THE BASE RATE OF 25found WAS FOUND TO BE A A NATIONAL MEDIAN. IN ADDITION, THE AUTHORS NOTE THAT RISING OPERATING COSTS AND NATIONAL ECONOMIC TRENDS WILL REQUIRE AN UPWARD REVISION OF THE MINIMUM REVENUE PROJECTIONS COMPUTED IN 1962. AN IMPORTANT ASPECT OF THE PROPOSED FARE PLAN IS DEVELOPMENT OF AN INTEGRATED INTER-SYSTEM FARE STRUCTURE WHICH WOULD ALLOW FREE TRANSFERS AMONG THE RAPID TRANSIT AND BUS LINES. THE DISCOUNT REPRESENTED IN PROPOSED COMBINATION FARES AND THE DIVISION OF COSTS FOR FEEDER BUS SERVICE ARE DISCUSSED IN DETAIL. THE AUTHORS ALSO EXAMINE THE USE OF REDUCED FARES FOR SUNDAY AND OFF-PEAK TRIPS AS A PROMOTIONAL INDUCEMENT TO RIDERSHIP. THE PROPOSED FARE STRUCTURES WERE ANALYZED TO DEVELOP LONG-RANGE REVENUE AND PATRONAGE ESTIMATES FOR THE YEAR 1975. METHODOLOGY AND RELEVANT DATA ARE REPRODUCED IN THE REPORT. PROJECTIONS WERE COMPUTED FOR ALL COMPONENTS OF THE INTEGRATED BAY AREA TRANSIT NETWORK INCLUDING THE BART SYSTEM, THE SAN FRANCISCO MUNICIPAL RAILWAY (MUNI) SYSTEM, AND THE AC BUS TRANSIT SYSTEM. A TOTAL OF 173.9 MILLION TRIPS ARE PROJECTED FOR THE TARGET YEAR. /UMTA/
