ALTERNATE FARE PROPOSALS, TECHNICAL MEMORANDUM 52 - NORTHERN CALIFORNIA DEMONSTRATION PROJECT

THIS REPORT CONSIDERS TWO FACTORS ESSENTIAL TO THE ULTIMATE DECISION ON THE JOINT FARE PLAN TO BE APPLIED TO BAY AREA TRANSIT SYSTEMS WHEN BART IS OPERATIONAL. IT EXAMINES: (1) HOW THE FARES ARE TO BE COLLECTED ON JOINT RIDES, AND (2) WHAT REDUCTION FROM THE REGULAR FARE IS DESIRABLE TO ATTRACT THE GREATEST AMOUNT OF PATRONAGE. THE AUTHORS SUGGEST SEPARATION OF FARE TRANSACTION ON THE FEEDER SURFACE VEHICLE FROM THE PAYMENT OF THE BART FARE. IF THERE IS TO BE A REDUCED-RATE SURFACE FARE ON MUNI OR AC VEHICLES FEEDING BART--THE REDUCTION SHOULD BE MADE A PART OF THE FARE TRANSACTION WHICH THE PASSENGER WILL MAKE IN CONNECTION WITH HIS BART JOURNEY. SURFACE FEEDER FARE ON EITHER AC OR MUNI WOULD BE SOLD ON A ONE-WAY OR ROUND-TRIP BASIS. THE FARE PAYMENT FOR ROUND-TRIP COULD BE COLLECTED IN ONE TRANSACTION. TO MAKE THE ROUND-TRIP REDUCED FARE AVAILABLE IN BOTH DIRECTIONS, EITHER GOING TO OR COMING FROM BART, EQUIPMENT WOULD HAVE TO BE INSTALLED IN EACH BART STATION; AND UPON INSERTION OF THE FULL ROUND-TRIP FARE, THE NECESSARY TRANSFER WOULD BE ISSUED. IT IS CONCLUDED THAT A REDUCTION OF TEN CENTS BELOW THE REGULAR ONE-WAY SURFACE FARE WOULD BE ATTRACTIVE TO PATRONS, AND PRACTICAL FOR COLLECTION. THE RAPID TRANSIT FEEDER DISCOUNT WOULD BE INDEPENDENT OF LOCAL FARE DECISIONS ON MUNI AND AC. AT THE PRESENT TIME, WITH A FIFTEEN CENT BASIC FARE ON MUNI AND A TWENTY CENT MINIMUM FARE ON AC TRANSIT, THIS PROPOSAL WOULD RESULT IN A FIVE CENT FEEDER FARE IN SAN FRANCISCO, AND A TEN CENT ONE-ZONE FEEDER ROUTE ON THE AC TRANSIT SYSTEM. THE REASONABLENESS OF THESE RATES SHOULD BE EVIDENT ENOUGH TO ENCOURAGE BUS ACCESS AS WELL AS PROMOTE HIGH UTILIZATION OF RAPID TRANSIT FACILITIES. /UMTA/
