A PROPOSED METHOD FOR ALLOCATION OF THE CALIFORNIA AIRPORT ASSISTANCE REVOLVING FUND

THE RECENT LEGISLATION CREATING A CALIFORNIA AIRPORT ASSISTANCE REVOLVING FUND ESTABLISHES THE FRAMEWORK FOR A STATE, MATCHING-FUND, GRANT-IN-AID PROGRAM TO PROVIDE CAPITAL IMPROVEMENTS FOR PUBLICLY OWNED AIRPORTS IN CALIFORNIA. REVENUE FOR THE PROGRAM IS DERIVED FROM AIRCRAFT USERS BY WITHHOLDING 2 CENTS OF THE 7 CENTS PER GALLON MOTOR VEHICLE FUEL TAX, PAID BY THE FUEL PURCHASER, AT THE TIME CLAIM IS MADE FOR A TAX REBATE FOR NON-HIGHWAY USE. FUEL USED IN AIRLINE AIRCRAFT AND IN AIRCRAFT USED FOR AERIAL APPLICATION OF AGRICULTURAL PRODUCTS IS EXCLUDED FROM THIS 2 CENTS PER GALLON LEVY. IN ADDITION, ALL MOTOR VEHICLE TAX MONIES PAID BY AVIATION USERS FOR WHICH NON-HIGHWAY USE REFUND CLAIMS ARE NOT MADE WILL REVERT TO THE AIRPORT ASSISTANCE REVOLVING FUND. SINCE IT IS CLEAR THAT THE GENERAL AVIATION AIRPORT NEEDS FOR CAPITAL IMPROVEMENTS AND FOR MAINTENANCE WILL GREATLY EXCEED THE FUNDS GENERATED BY THE GENERAL AVIATION FUEL TAX, SUBSTANTIAL CONTRIBUTIONS WILL CONTINUE TO BE MADE FROM LOCAL AIRPORT INCOME AND LOCAL GENERAL TAX FUNDS AS AUGMENTED BY THE FEDERAL AID AIRPORT PROGRAM. AN ALLOCATION PROCEDURE IS SUGGESTED TO PROVIDE A MEANS OF DISTRIBUTING THIS LIMITED USER TAX FUND TO' /1/ RETURN A SIZEABLE PORTION OF THE USER TAX GENERATED FUNDS TO PUBLIC AIRPORTS USED BY GENERAL AVIATION, /2/ MAKE PROVISION FOR URGENT AIRPORT PROBLEMS AS WELL AS NEW AIRPORTS THROUGH THE DISCRETIONARY FUND, /3/ ACCOUNT FOR DIFFERENT LEVELS OF GENERAL AVIATION USE REGARDLESS OF LOCATION, /4/ PROVIDE FUNDS FOR LONG-RANGE AIRPORT PLANNING, /5/ RETAIN INITIATIVE FOR AIRPORT PROJECTS WITH THE LOCAL AIRPORT OWNER, /6/ MINIMIZE THE AMOUNT OF ADMINISTRATIVE WORK-LOAD BY THE DIVISION, /7/ PROVIDE A MEANS FOR THE DEVELOPMENT OF A STATE AIRPORT SYSTEM, AND /8/ REFLECT, THROUGH BASED AIRCRAFT AND TRAFFIC VOLUME, THE POPULATION DIFFERENCES IN THE VARIOUS GEOGRAPHIC AREAS OF THE STATE.
