Economic Effects of Local Aircraft Emissions Charges at German Airports

Being part of a Europe-wide policy to address the environmental concerns regarding the air quality around the focal points of the dense network of airports, an emissions charge was introduced by three principal German airports at the beginning of 2008. The emissions charge aims at setting economic incentives to foster the use of environmentally favorable engine technology. This article outlines details of the concept. The introduction of this emissions taxation is supposed to have economic impacts on airlines serving the German air transport market, which are studied at the airline and airport level. Based on a discussion of our findings for Germany, conclusions about the effectiveness and prospects of this economic instrument are drawn.
