ECONOMIC AND FINANCIAL ASPECTS OF ROAD IMPROVEMENTS

THIS REPORT EXAMINES THE ECONOMIC AND FINANCIAL IMPLICATIONS OF AN EXPANDED ROAD PROGRAMME, WITH SPECIAL REFERENCE TO THE PART WHICH LOANS MIGHT PLAY IN ITS FINANCING. THE REPORT IS DIVIDED INTO EIGHT CHAPTERS COVERING THE FOLLOWING TOPICS' AN ASSESSMENT OF THE SIZE OF THE TRAFFIC PROBLEM AND THE MAGNITUDE OF THE REQUIRED INVESTMENT IN ROADS, AN ESTIMATE OF THE COST OF THE PROPOSED PROGRAMME AND OF PROSPECTIVE BENEFITS, A DISCUSSION OF THE SETTING UP OF AN AUTHORITY WITH PLANNING, FINANCIAL AND ADMINISTRATIVE RESPONSIBILITY AND OF BORROWING POWERS, AN EXAMINATION OF THE POSSIBLE INFLATIONARY IMPACT BOTH OF THE DEMANDS ON REAL RESOURCES MADE BY THE PROGRAMME, AND OF THE SUGGESTED METHOD OF FINANCE. /RRL/
