STATE HIGHWAY DEPARTMENT RESPONSES TO SEVEN QUESTIONS PERTAINING TO DIFFICULTIES IN RIGHT-OF-WAY PROCUREMENT ARE PRESENTED IN A TABLE AND IN A QUESTION-BY-QUESTION SUMMARY. THE QUESTIONS DEAL WITH RIGHT OF IMMEDIATE ENTRY FOR HIGHWAY PURPOSES, DESCRIPTION PREPARATION FOR RIGHT-OF-WAY PLATS, SHORT-CUTS IN TITLE-SEARCHING, EXPEDITIOUS ACQUISITION OF LANDS, USE OF APPRAISERS, USE OF AERIAL PHOTOGRAPHY, AND MISCELLANEOUS TIME- SAVING PROCEDURES. EARLY ACQUISITION AND USE OF NON- ENGINEERING DISCIPLINES WERE FREQUENTLY NOTED. SHORT- CUTS FOR THE OTHER QUESTIONS WERE INFREQUENT, WHICH IS ATTRIBUTED TO THE LEGAL REQUIREMENTS INVOLVED.
