CONDEMNATION OF HIGHWAY CONSTRUCTION ON THE ACCESSES TO CITIES

WHILE HIGHWAY RIGHT-OF-WAY ACQUISITION IN THE COUNTRYSIDE IS GENERALLY WELL UNDERSTOOD, THE AGENCIES INVOLVED OFTEN COME UNDER HEAVY CRITICISM WHEN THE PROCESS AFFECTS CITIES. MANY PROJECTS ARE HALTED BECAUSE OF INABILITY TO FIND A WAY OUT OF THE TECHNICAL, ECONOMIC, AND ADMINISTRATIVE PROBLEMS. ALTHOUGH URBAN RIGH-OF-WAY ACQUISITION IS KNOWN TO PRESENT CHARACTERISTIC OBSTACLES, NO SYSTEMATIC ANALYSIS OF THE PROBLEM HAS BEEN PUBLISHED. THE PRESENT WORK RECOMMENDS A SET OF MEASURES TO OVERCOME CRITICISM AND OBSTACLES. SYSTEMATIC ANALYSIS IS MADE OF THE INTERESTS AND INTERRELATIONSHIPS OF NATIONAL AND REGIONAL HIGHWAY AGENCIES LOCAL AND COMMUNITY AUTHORITIES, OWNERS OF IMMOVABLES, AND HIGHWAY USERS. /RRI/
