RIGHT OF WAY ACQUISITION, RELOCATION ASSISTANCE, JOINT DEVELOPMENT AND MULTIPLE USE PRACTICES IN ENGLAND, FRANCE, GERMANY, BELGIUM, SWITZERLAND AND SWEDEN

DISCUSSIONS WERE HELD WITH GOVERNMENT OFFICIALS IN SIX EUROPEAN COUNTRIES. OBSERVATIONS ARE LISTED UNDER THE HEADINGS PLANNING, RIGHT-OF-WAY ACQUISITION, RELOCATION ASSISTANCE, JOINT DEVELOPMENT AND MULTIPLE USE AND ENVIRONMENTAL FACTORS. MAJOR FINDINGS WERE THAT CENTRAL GOVERNMENTS IN EUROPE EXERCISE MUCH STRONGER CONTROL OVER COMPREHENSIVE PLANNING AND ITS IMPLEMENTATION THAN IS FOUND IN THIS COUNTRY; RIGHT-OF-WAY ACQUISITION PRACTICES ARE VERY MUCH LIKE THOSE IN THE UNITED STATES, WITH A FEW VARIATIONS; AS LARGE, PUBLICLY SUPPORTED HOUSING PROGRAMS ARE THE RULE, REPLACEMENT HOUSING IS NOT THE CRITICAL PROBLEM IT IS HERE, AND IT IS RECOGNIZED THAT FAIR MARKET VALUE IS NOT JUST COMPENSATION; THERE IS LITTLE INTEREST IN JOINT DEVELOPMENT AND MULTIPLE USE AS CONCEIVED BY U.S. HIGHWAY AUTHORITIES, AND THERE IS ONLY ONE PROJECT (BAGNOLET IN FRANCE) CONCEIVED ON A LARGE SCALE; WHILE THERE IS INCREASING CONCERN ABOUT THE QUALITY OF THE INVIRONMENT THERE IS AS YET NO GENERALLY ACCEPTABLE METHOD OF QUANTIFYING ENVIRONMENTAL FACTORS. THESE GENERAL OBSERVATIONS ARE COMPLEMENTED BY A TREATMENT OF EACH CATEGORY FOR EACH OF THE SIX COUNTRIES.
