Impacts from Implementing Dynamic Shoulder Travel Lanes with Congestion Pricing

This paper presents a concept that combines congestion pricing with active traffic management and dynamic shoulder travel lanes (i.e., hard shoulder running) to create “Flexible, Efficient, Express” or FEE lanes, a type of express toll lanes that could be implemented in a short period of time using existing freeway rights-of-way. A network of free-flowing FEE lanes could be created in congested metropolitan areas. The paper analyzes the travel impacts of alternative FEE lane configurations and estimates their costs, benefits, revenues and sustainability impacts. The concept is presented for discussion only -- safety issues will need to be addressed before this concept can move forward.
