TRANSPORTATION-EMPLOYMENT PROJECT: SOUTH CENTRAL & EAST LOS ANGELES

A DEMONSTRATION PROJECT WAS CONDUCTED TO TEST THE RELATIONSHIP BETWEEN A PUBLIC TRANSPORTATION SYSTEM AND JOB AND OTHER OPPORTUNITIES OF LOW-INCOME GROUPS. TESTS WERE CONDUCTED BY ESTABLISHING TWO DISTINCTLY DIFFERENT TYPES OF DEMONSTRATION BUS SERVICES: (1) FIXED ROUTE OPERATIONS ON REGULAR HEADWAYS, SERVING THE GENERAL PUBLIC LIVING BOTH IN AND OUT OF THE PROJECT AREA, AND ACCOMMODATING EMPLOYMENT, SHOPPING, MEDICAL, RECREATIONAL, SOCIAL, SCHOOL, AND OTHER TRIP PURPOSES, AND (2) FLEXIBLE ROUTE OPERATIONS ON SCHEDULES DESIGNED TO MEET INDUSTRIAL PLANT SHIFT CHANGES SERVING ONLY PROJECT AREA RESIDENTS TRAVELLING TO AND FROM EMPLOYMENT. THE PROJECT EMPHASIZES THAT IT IS URGENT TO GIVE NEW CONSIDERATION TO THE LOCATION OF THOSE ACTIVITIES NECESSARY TO IMPROVE THE LIVING CONDITIONS OF THE INHABITANTS NOW IN THE POVERTY POCKETS OF METROPOLITAN REGIONS. SUBSTANTIAL SEGMENTS OF THE POPULATION IN METROPOLITAN REGIONS DO LACK THE MOBILITY THAT WOULD BE NECESSARY TO ENABLE THEM TO RISE OUT OF THE POVERTY LEVEL. A USEFUL RECORD OF EXPERIENCE IS PROVIDED WITH SEVERAL MEANS OF PROVIDING PUBLIC TRANSPORTATION FOR THE PURPOSE OF ACCESS TO JOBS AND ESSENTIAL SERVICES. RESULTS SHOW THAT IMPROVING PUBLIC TRANSPORTATION DID NOT HAVE A SIGNIFICANT EFFECT ON INCREASING EMPLOYMENT OPPORTUNITIES FOR THE DISADVANTAGED AND UNEMPLOYED POOR OF THE BUDGET AREA. HOWEVER, THE PROJECT DEMONSTRATED THAT FOR THOSE WHO DO NOT HAVE THEIR OWN PRIVATE TRANSPORTATION, IMPROVED PUBLIC TRANSPORTATION IS A NECESSITY, ALTHOUGH NOT A SUFFICIENT REQUIREMENT FOR INCREASING THEIR CHANCES OF OBTAINING WORK.
