MANPOWER PLANNING IN THE VIRGINIA DEPARTMENT OF HIGHWAYS: A DETAILED STATEMENT OF PHILOSOPHY AND METHODOLOGY

THE PHILOSOPHY AND METHODOLOGY OF MANPOWER PLANNING ARE DESCRIBED IN THE VIRGINIA DEPARTMENT OF HIGHWAYS. MANPOWER PLANNING IS DEFINED AS THAT FUNCTION OF MANAGEMENT THAT ATTEMPTS TO DEFINE AND CONTINUALLY ACTIVATE THE EMPLOYEE SELECTION, DEVELOPMENT, UTILIZATION, AND GROWTH PROCESSES THAT WILL RESULT IN THE MOST EFFECTIVE INTEGRATION AND ACCOMPLIGHMENT OF EMPLOYEE AND ORGANIZATIONAL OBJECTIVES. BUDGET IS OFTEN THE MOST IMPORTANT FACTOR. FOR THIS REASON, MANPOWER PLANNING MUST GIVE COGNIZANCE OF THE DECISIONMAKING PROCESSES. REASONS FOR EXAMINING MANPOWER PLANNING ARE EXPRESSED IN TERMS OF TANGIBLE, OR MONETARY CONSIDERATIONS AND INTANGIBLE, OR NON-MONETARY ASPECTS. THIS STUDY HOPES TO INSTITUTE A SYSTEMATIC AND IMPROVED MANPOWER PLANNING PROCESS AND DEVELOP TECHNIQUES AND TOOLS TO ENSURE CONTINUITY OF THE PROCESS.
