TRAINING NEEDS ANALYSIS' MAINTENANCE SUPERVISORY PERSONNEL

THE DEVELOPMENT OF AN EFFECTIVE TRAINING PROGRAM IS DEPENDENT ON A REALISTIC EVALUATION OF THE CHARACTERISTICS OF THE TRAINING POPULATION, AN ANALYSIS OF THE WORK TO BE PERFORMED AND OF THE KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR ITS PERFORMANCE, AN IDENTIFICATION OF THE PRINCIPAL NEEDS FOR ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES AND AN ESTIMATE OF THE CAPACITIES OF THE INDIVIDUALS INVOLVED TO TAKE TRAINING. THIS STUDY IS CONDUCTED WITH RESPECT TO THESE ASPECTS. COMBINATIONS OF WORK, SKILLS POPULATION CHARACTERISTICS WERE APPLIED IN THE ACTUAL TESTING. AN EVALUATION OF THE CAPACITIES TO LEARN OF THE GROUPS TESTED REVEALED THAT ABOUT 70% OF THE GROUP CAN BE EXPECTED TO LEARN ABOUT 70% OF THE SUBJECT-MATTER IF IT WERE PRESENTED AT A LEVEL APPROPRIATE TO THE CHARACTERISTICS OF THAT GROUP. INCLUDED IN THE APPENDICES OF THIS STUDY ARE THE TESTS USED, AN EXPLANATION OF THE SCORING AND EVALUATION TECHNIQUES AND THE DIVISION OF JOB ELEMENTS. JOB ELEMENT STATEMENTS SERVE TO IDENTIFY THE ACTIVITIES PERFORMED BY HIGHWAY PERSONNEL AND PROVIDE A GUIDE TO THE KNOWLEDGE, SKILLS AND ABILITIES THAT ARE COMMON ON TWO OR MORE JOB ELEMENTS. THE EVOLUTION OF ANY TRAINING PROGRAM MUST TAKE THE FOLLOWING INTO ACCOUNT' /1/ MANY OF THE PERSONS HAVE DONE LITTLE OR NO READING FOR SEVERAL YEARS, /2/ MANY HAVE DONE LITTLE OR NO LISTENING OF THE TYPE REQUIRED BY LECTURES FOR MANY YEARS, /3/ HOME-STUDY COURSE RATHER THAN GROUP TRAINING WAS GIVEN PREFERENCE, /4/ TRAVEL DISTANCES TO HEADQUARTERS, IN MANY CASES, ARE CONSIDERABLE, /5/ SOME INDIVIDUALS DO NOT WANT TRAINING, THE MAJORITY ARE WILLING AND SOME ARE ANXIOUS TO TRAIN, AND /6/ THE COURSE SELECTION AND PRESENTATION MUST APPROPRIATE. /CGRA/
